Dr. Robotnik created a special gum that allows super speed. Tails ended up with it but it did not turn out as he planned.

Dr. Robotnik created a "Sonic Tonic," but it has side effects. Not knowing so, Sonia and Manic take the tonic after being annoyed with Sonic being faster than them.
Conclusion: Rip-off
Though Underground applied the situation to different characters, the main idea of someone else close to Sonic getting speed is taken from AoStH.
